If i wan to bring one of my family member to the u.s.a (he is from guatemala) what should i do first?

i want to bring my cousin from guatemala,to stay here and find a job but i don't know what to do ,where should i start ?how much would i pay ,would i have to go over there to pay or stay here ? any ideas
