Did President Bush establish yahoo guidelines?

I find it fascinating and perhaps telling that far right Republican partisans complain their questions are deleted and far left Democratic partisans complain their questions are deleted. Perhaps this leads credence to those who believe the guidelines are fair and the Yahoo! Answers system works pretty well most of the time.
