PacMan movie idea. Kind of stupid but I always thought of it.?

An organization called "Ghost" take over a city and they become the law there so people are forced to put up with them and do what they say. Until the governor of the city takes a stand and "Ghost" hire hitmen to kidnap him but some regular man who lives in the city decides to help. And he becomes a hero dressed in yellow named "PacMan". And his girlfriend decides to help him and she becomes "Mrs. PacMan" also dressed in yellow. They try to stop "Ghost" with their street bikes and as they attack their building they each get caught in a series of mazes in which they must kill the ghost spys and get the fruit that can unlock the door to the next maze until they reach the master behind it all... "Mr .Ghost" (but they don't know he can turn into a horrible monster known as..."Spooky") who has the governor and is planning on killing him at midnight. They must get to him and save the governor and the city before midnight.
