Statistically what race has more people on Welfare?

I saw an answer on a question where a black female said statistically there are more whites on welfare than blacks. That is true but she didn't take into consideration that whites do have a large majority. According to the US Census as I remember, blacks made 13% of the US population while whites made up about 61%. So there is a large percent of whites in America therefor if even 10% of them receive Welfare, that means that the number will be high while if 10% of blacks receive welfare the number will be low when compared to whites. Another thing that the person didn't take into consideration when she answered was the employment status of the rest who are not on Welfare and how much they contribute to social services through taxes, obviously whites would contribute more while blacks wouldn't because of the population difference. What do you think?
