I want to get a new phone but should I get the At&t Vu or the Incite? Which one is better?

I am with At&t and I want to get a new phone. I want to have a touch screen phone that is 3G and allows tethering to a computer. I am looking at the Vu and the Incite. Which of those two phones is better for the price? Also, what is the cheapest data plan that allows tethering to a laptop?
