Cant a forensics team do ballistics research on the bullets, and also (based on the lead that fishermen usually do the shootings) work with the coast guard to find out all the fishing vessels in the area, to narrow down the search on which fishing vessel along with the owner of the gun (from the bullets found connecting the gun and the shooter) to catch who ever did it?
